Just because there is a fire truck doesn’t mean they are going to a fire. They are probably closer to to the medical emergency than an ambulance so they both go their and the firefighters can save the persons life before the paramedics get their. Axes are used to break down doors in case of an emergency. However I do agree with you about having to break the glass to get to it. You should easily be able to open it like a door

The axe is used to break open windows, in the case of a fire, the door may have fire on the other side and the doorknob will warm up and become to hot to touch, meaning the only other way out it through a window, double pane windows (which is what most school/apartment windows are) you won't be able to break through with just your hands, so you use the axe.
