The way I see Dominican and Colombian have a cold one or two. I rarely see Peruvian having a few. Is this a real laid back country. Compare to the other two countries.

There is also the fact that, because its not that cold, the clothes are not made to withstand "real" cold temps, but they are made to look like they would, just because of fashion.
