Find a very good lawyer and file a petition in court. You can first contact all overlanding and offroading communities in entire India and come together to file a petition in court. You all can jointly set a meeting with Mr.Nitin Gadkari too , he will be the most helpful person. Now that elections are coming if you and all communities of offroading, Camping , Caravaning , come together and meet him , he will surely help in law amendments. He meets many KZbin channels these days for political promotions, you can speak to Ashwin Takiar about your vision regarding this. Your appeal will have huge support from India if spread well amongst all communities. All the best.

You guys have lawyers in your group? Why not petition on this rule to allow 4 wheels for mods. Maybe its time to look at this differently. A pli to explaining why and it should be decriminalised for some specific type of vehicles make sense or provision at RTO to get these approved🙏

Car modification is not a crime but violation Central Motor Vehicle Rules 1989; norms set by ARAI and CMVA and also the Law laid down by Hon’ble Supreme Court. So yes it is violation.

In fact if it is legalsed then the Govt. can actually properly regulate it and say that such certain modification are permitted and some which render the cars absolutely road unworthy are not. If legalised then Govt. can also ask owners to get their cars approved by RTO after the modification. But then many laws have no logical reasoning like the 10 year law for diesel vehicles in Delhi.
