Thomas & The Children Bootleg Tape Recording

A bootleg tape recording of Thomas & Friends called: "Thomas & The Children" was found on Internet Archival. Although the footage is quite odd to say the least, it still raises questions. What was the intent behind making this???
(Edit: The video was shortly taken down as I'm publishing this, but hehe I still have the video downloaded)
