Takes a lot more then just nuclear submarines, you also need to be able to make and maintain a FLEET of aircraft carriers, three or four won't cut it. You also need a global presence both militarily and economically. Everyone buys American blue jeans, everyone listens to American music, watches American movies/tv, and everyone uses the American made internet specifically to get to American websites like Facebook, X, KZbin, etc. You also need strong alliances with other strong nations (NATO for example, and the AUKUS treaty as another). Most of all you need settled boarders, something China can't claim to have. Literally every nation China boarders has a boarder dispute with them so they're automatically out.
