The Commissioner was so dumb (and horny) to realize that Clouseau's "sister" has a mustache; nor that Clouseau was wearing his "sister's" clothes, shoes, bloomers, and lipstick. And above all, he's cheating on his wife for a guy in drag. (Thankfully he's smarter in the 90's cartoon to recognize Clouseau in drag)
