9.1.2.2 When two opponents touch the ball simultaneously over the net and the ball remains in play, the team receiving the ball is entitled to another three hits. If such a ball goes ”out”, it is the fault of the team on the opposite side.

I think so yes. There was much worse uncalled situation in hamburg world championship semifinals against Wickler. In the this case there is no push with fingers and its judged as simultaneous contact with the block

Play should have ended when the CZE player made the attack with finger action, but that's a tough call to make if you can't tell who touches it first.
