Yes, that's a Russian tea kettle. The style of this hand painted decorative art is called Khokhloma (hohlomAa or Хохлома in Russian😅). I would use it as decor only mainly because it is made of aluminum.

If you ever have the chance, go to Ogleby in West Virginia. In their glass-blowing shop, they have a huge Christmas tree filled with glass orb ornaments. I don’t know why, but since I saw them on that tree, the name “witch’s ball” or “witch’s orb” seems offensive. Just my opinion, remember.
