Very risky for such a small kid. Adult sitting behind needs to be very cautious. I personally won’t advise.

We visited Kashmir in the month of February. Pony ride is a little risky for everyone, including adults. But make sure your 4 year baby is sitting on a pony with some adult, not alone.
