They did. While it is still technically possible to lag switch on dedicated servers, it is EXTREMELY difficult to do so and will usually result in the game crashing for everyone.

Lag switches only work on peer to peer connections, COD moved to dedicated servers along time ago

Definitely a lag switch. Didn't see a packet burst notification and the latency on your end was 24 ms. Honestly I thought lag switchers were a thing of the past. I can't be sure in my games since my ping is anywhere from 80-200 ms.
