Yes, it is allowed in judo to use the armbar. But he got an "ippon" full score, so he didn't need to go for the armbar. Otherwise, if he got a lower score, he could go for it to win with a submission.

Ultra technique, car il a des mouvements variés aussi bien debout qu’au sol (peut être un peu moins fort en immobilisation, en strangulation et en techniques arrières). Il a un uchi mata extrêmement explosif avec un jeu de jambes super véloce qui demande aussi une très grande souplesse. On peut remarqué que sa prise en bout de manche est une très grande importance et qu’il ne la lâche pas beaucoup même après un mouvement avorté. C’est un très beau judo et un athlète complet et très agréable à regarder. 👏🙏🥋

Like Zantaraia and his style of judo, he caught a lot of people off guard with his uchi mata and had one very impressive year leaving as World Champion. Now like Abe he'll have to grow exponentially as people have now been adapting en masse. After this year Maruyama will hopefully add tai otoshi and osoto gari as part of his combos. But his upper body control needs a ton of work during the kake of throws.
