No, there is not any air unit that can attack another air unit in Tiberian Sun exept jump jet.

@@zoom3000 Which is a shame, because it means the Harpy and Orca Fighter are next to useless. If they could intercept aircraft (as a fighter jet should), then more people would probably use those units.
