I'm geology related and yes lots of thing can be called "triggering/influencing earthquake" including dam/drilling/mining, or even a rain. But the fundamental reason is always the build-up of the pressure between tectonic blocks.. In the long run, it will happen. The dam could have slowed down the earthquake. Who knows?
