I'm not entirely sure. You should be able to use it once you've picked it up. If the problem keeps happening, I would get in touch with Cipsoft. It might be a glitch in their system.

What level are you? If a friend gave it to you, it may be that you aren't able to use it because you personally didn't go to the island to retrieve it.
