Such as pt, ftx's, deployment training, etc. But other then that, other soldiers have a lip packed pretty often. I personally don't do it because I don't like the stuff. Sometimes soldiers will do it during training, like drill sergeants, platoon sergeants, but mostly the higher ups because they sit there to command and evaluate our training exercises. I'm also in the Army so I'm sure it's a completely different thing than on air force bases
