I'm pretty sure what your talking about is called the Restroom Access Act, which only refers to people who have a disability needing to use the bathroom somewhere. They give people a "can't wait" card, but actually in most places, you can deny someone service to use the bathroom. It's really stupid imo, the only time I would see that being necessary is either inside schools, or on say, the second and up floors of an office building.
