Pretty sure Tim's stated in numerous interviews that he doesn't wear shoes because when he first started out it would be nerve racking for him, so he would take off his shoes to make the stage feel more like a living/lounge room (Where he felt most comfortable). And it just kept going from there and became somewhat of a staple for his live performances.

He said when he practised at home (before he was famous and even now maybe) he never wore shoes so he got used to it, so when on stage he doesn't ware them mainly for comfort, plus it's his trademark now :)
