Look at the specific number and milliseconds it takes to ADS for each sniper in both games. Weapon leveling is horrendously slow. I played two tdm games and a dom game and only went to lvl 9 and i got about 100 kills combine together in those three matches with double weapon xp. On mw3, i probably would have to gun to about 15 to 20 depends on captures, defends and decoy grenades.
