How long did it take in real time & how much did it cost? Also how was it funded? I think some neglected coastal communities would like to know

I believe It was government funded in a deal where Portsmouth had to create 17000 new homes in the city including the area that stretches from the M.O.D firing range and pounds scrapyard !
