Is the tide always that strong? How fast does it run?

During high water the river flow is always so strong, navigation on this river starts from May to August approximately. I don't know the speed of the river but on the descent the ship developed a speed of about 20-25 kilometers per hour. The river is called Katun. Coordinates for google maps 52.458629, 85.302622
