No staircases means no escape chance and the fire alarm didn't work. That's why the fire started on the roof and top floor but killed so many people on the lower floors. They should have opportunities to escape if there had been fire alarm and staircases.

Then it's reported that the fire department didn't show up for an hour and a half.

With no staircases, any alarm would have required evacuees to use the elevator, which was probably out of service, overloaded, and stopping at every floor if it was moving at all. There was no way to escape, even if they knew.

Condolences to the family members and recovery to those injured. Looks like it started from the back center and went straight up to the roof. Possibly electric issue (no lights on any floors, alarm system not working..) At least some knew how to tie the sheets together to slide out the window. Not sure that place had elevators, most likely didn't work.
