The timing is not a great issue. As PM himself has revealed it was in his mind. Now, after the death of Manmohan Singh the question was who should be given priority. Definitely Pranab Mukherjee deserved it more than Mr. Singh because he was a man of his own and had contributed more than Mr. Singh to the Nation. Mr. Singh had been in Govt for decades and in those days he didn't do anything to be remembered. His appointment as FM by Shri. Narasimha Rao was because Shri. Rao knew that Mr. Singh would do whatever he was directed to do without questioning as he was always an obedient servant of the Gandi family. Whatever Shri. Rao and Mr. Singh did was as per the dictacts of the IMF and also because of the compulsions of the time. PM Modi knows to give respect to people who deserve it and Mr. Singh was given due respect as a former PM by giving him a state funerel. Mr. Singh himself as PM had not given that respect to his former boss and PM Shri. Rao. We should not forget that.
