It's called Estuary English. It is really a series of speech impediments. You will notice that the narrator is unable to pronounce various sounds, eg "th" is pronounced "f" as in "look bofe ways", Words ending in "L" or with "L" i.n the middle are pronounced "W" eg "unpredictable" is pronounced, "unpredictabwo".
