Can seats be counted as revenue ? seats sold or sales should be counted as revenue and not number of seats right?

sir but what i guess is that we should include that increase in seats also because after increasing the seats the there was a decrease in public that implies that when the seats became increased then they saw a 10 percentage decrease in the over all seats and that makes it count the no of increased seats as it happned before that then why would they gave a value that doesnt have to be counted in the solution please rectify
