im not sure why the vertical gravity is -9.8 because the dart doesn't go up

You could take down as positive (that's your choice), but in all of the projectile problems I always take up as positive.

It's how you interpret it. If you take upwards as positive and you get velocity in the vertical direction as -5ms^-1 then you'll interpret that as the particle travelling downwards with a speed of 5ms^-1. If you take downwards as positive and you get a velocity in the vertical direction as 5ms^-2, then you'll interpret that as the particle travelling downwards with a speed of 5ms^-1.

Why is the initial velocity for x 18 instead of 18cosa where we would have to solve to workout the angle

it says its thrown horizontally so theres no angle -> cos(0) =1
