If you mean the very start when jumping out of the starting tunnel, then no. I use flags in DSDA to limit speed to enforce Stroller settings. It may look faster at the start as the tunnel is narrow so it gives the illusion of more speed, and I am also falling and turning so again that may be why it looks faster. The only way to actually go faster in Stroller is via a damage boost, a wallrun or perhaps a thing glide.
