It counts as a "Save" basically whenever the goalkeeper touches the ball with his hands, which is why you can have 15 shots against a goalkeeper who makes 20+ saves. Also, SPOILER: It is incredibly anticlimactic when the game ends as a draw, and you do absolutely nothing to decide a winner.

Andy, the saves count is always stupid, it counts when the keeper collects it from an opponents pass and when they catch or punch from corners, that's why they can have more saves than shots.
