Oda owns the rights to the Manga, but not the animation I believe. I think he's under contract with Toei for the distribution rights. He might have a say in it, but I don't think he could do anything legally; however he still definitely has a big say in this topic. I'm not mad at Oda, I'm mad at Toei. Oda, please watch this video and help this man.
