To clarify, Toga actually doesn't love Deku. (At least to a normal person's perspective). That's just her twisted infatuation to someone if they look good when they bleed. The perfect example of the person she actually loved is Twice (Jin Bubagaiwara). That's why Fourth said she feels genuine affection when she hurts people.
