It’s a bug. You’ll have to leave then join back losing all progress except Yen if you want to access her.

You still have to buy the weapons with normal currency in the sword shop.

How do i get the locked techniques and swords?

You need to buy them from the jujutsu lady(to the left of Gojo at your base). You need yen to buy jujutsu which you get from bosses and rebirthing. However sorcerer killer, disaster flames, and rot are gamepasses so you can’t get any of them.

Finish the tycoon(you don’t have to buy every abilities). Then once you’ve finished it on the left at the bottom there’s a icon that looks like this🔁 that will allow you to rebirth.
