@@alistaircooke7000 I don't know vey well but i guess they are not allowed to spend their nights in these privately owned shopping areas. But they are allowed around public facilities. And it seems that homeless people are much fewer than in the US because drug problem is less severe in east asian countries like JP, China, S Korea. As long as you are willing to work you can make your ends meet and have a room to live in.
