So in Tokyo ghoul jack Arima doesn’t kill ghouls unless necessary. Note how he didn’t kill Jason or Minami. So it’s likely touka’s mother killed Arima’s parent/parents or a close friend.

Well it’s not established but her mom could’ve just been like any ordinary ghoul going out to kill people to feed touka and ayato because they never really had a home, they were always on the run.

tyshawn fertil at the time arima confronts them all four of the Kirishima family are there, I doubt they were going on a family hunting trip. There was no evidence to suggest they were ghouls at the time so Arima must have known who they were. Either it’s personal or they are known for being a threat to humans.
