The reason why Las Vegas homes don't have basements vs SLC is because of the frost line. In Las Vegas there is no frost line to worry about. In SLC the frost line is about three feet down in the winter. Why does that matter? The foundations of a home have to go below the frost line (unless you are building on a "floating" slab) . If your frost line is three feet it makes sense to extend the concrete foundation down a few feet more to make a basement. This is the same reason why homes in Florida don't have basements.
