Try the alameda rock wall it’s free launching and the fishing there is good just catch some smelt during high tide and drift with the smelt a quarter mile from the wall

The last two times I've been out there I was seeing the same ghosts too. Rods would get bumped, I'd think I'd have a good take down, and when I'd start reeling, there would be nothing on the other end.
