Nothing original here. Any run-of-the-mill Shotokan or JKF or Wado-Ryu training course (The most wide-spread form of this type of kumite) have been teaching these things for decades. All of a sudden it is repackaged as "Tomarite" and this under-exercised "Master" of a previously extinct style starts selling DVDs.
In a street situation, the angle of the viewer does not count; so this advice is useless. Competition karate has to adapt to street situations, not the other way around!

No, it's nonsense. Here, this lesson was done for sports karate competition because he was asked to do so. He has taught full contact karate also and his student has won at actual MMA official fight.

Excuse me, but you seem you didn't get what I wrote and about the meaning of this video. Nobody told those advices were for street situation in this video. Clearly this instrctor is teaching how to get points at the karate competition saying so himself, nevertheless you complaind that "In a street situation, the angle of the viewer does not count". So your remark is irrelevant to the content of this karate practice, I mean wide of the mark. Hope you can understad. And about my reference to the MMA. In the constitutional state, it's prohibited to prove the effectiveness of martial arts at real street situation for instructing purpose privately, because it becomes illegal injury. So people have to guess the effectiveness of those arts in matches which have rules and a referee. MMA is one of the fighting form which is closest to real fight among them. That's why I illustrated that the pupil of this instructor was able to win MMA match. Browse videos of actual street fight, in witch MMA or full contact martial arts experts fight. Then you can find in many videos that they rarely lose in the street fights too. So you can guess that the strength at MMA and full contact match is relative to the strength of actual street fight normally. So I illustrated about MMA.

sassuki But I want you to take your attention to 3:40. Also in MMA, counter punch from upper angle is stronger than from lower angle. This lesson is not only useless.
