From my very very limited understanding, there is a person in a motorized wheelchair holding the two appendages inside ball joints. The head with the eyestalk was controlled by the person inside the costume by swiveling a platform with a lever. Now I think they are controlled by a second handler along with the lights. They see out of the little grill underneath the dome. If I got anything wrong I’m sorry.
