To the people making fun of the crowd not doing anything... THAT'S THE POINT. No one was there for Shigaraki. No one paid him any attention when he was wandering the streets alone, except for one lady who said "don't worry, a hero will save you." No one lifts a finger to help Midoriya because they think "he'll be fine, a hero will save him." It's kinda sad. The same society that creates heroes like All Might also creates villains like Shigaraki. I don't think Stain is completely right, but it's clear that the hero world is in dire need of reform.
