And besides, according to the StVO, you can only overtake if you can see the complete overhaul section, you have to be significantly faster than the one to be overtaken and as soon as someone is endangered the overtaking process has to be stopped. In addition, you are generally not allowed to overtake when there are more than 25 people in your area and it looks pretty crowded.
