The one of medic with a building on his head is Dr Alamo, a reference from the TF2 comic series. Honestly, a lot of the bonus ones were better contenders than the actual winners.

Hey, Valve added a condom hat to CS:GO, and that game's art style was actually somewhat grounded and intact compared to what TF2's had already become at that time. At this point, just add add the spy condom cap, who even cares anymore... but I definitely want the donut-shaped pyro head added, it almost made me burst with laughter when I saw it.
