I believe Full Cycle did not air to promote the launch of Rising Sun. Instead, CN was suffering from a flurry of technical difficulties and they had to have a 24 hour loop of Toonami shows till the issues are resolved.

The story behind this "Full Cycle" event: Most think that they did this to promote the soon to premiere Rising Sun block on Saturdays, but the actual story is that 'ol CN was having major technical issues, thus it could not run its usual schedule. Therefore, it ran a big Toonami marathon in the normal schedule's place until the issues were resolved.

No, Full Cycle wasn’t meant to promote the launch of the Rising Sun. Instead, CN was suffering from a major programming outage, and they abandoned regular programming. For a whole day they aired a long batch of Toonami cartoons until they resolved the issues. The commercial for the “full cycle” might’ve featured a voiceover who said “Uh uh, We’ve got a problem, We are suffering major technical difficulties, Toonami will be taking over the show until we resolve them!” This was like the Screwy Squirrel April Fools prank in 1997 on CN, and later, the Spongebob technical difficulties outage on Nick Australia in 2013.
