I could be wrong but it looks like an old superman cartoon I saw as a kid.

Jeff M Yeah, it has that drawing style, indeed, but a lot of cartoons back in the 40s or 50s had a similar drawing technique.

+InfernalDreamGuitar True but because of the drawing style and the fact that it's a cartoon network promo. That tells us it's either WB who owns DC or Hanna Barbera. I'm betting on a DC fanchise.

It's the Max Fleischer Superman cartoon from the 40s. It's the cartoon where a mad scientist has the ability to pull comets/asteroids with that laser.
