Gameplay wise it happens after Shadow has killed enough light side enemies and filled up the dark gauge. Shadow can use the move in the opening act before even getting his first emerald. Probably because when Gerald created Shadow he gave him innate chaos abilities. The chaos emeralds do increase the power of the blast but they aren’t necessary. So Yes he does use Chaos energy to use it but there is a complete difference between the energy of a move and the actual move. Next you’ll say something like Goku’s kioken is just ki.
