@@xboxman5ify You're technically correct, double luring on its own does not decrease lure's accuracy. (same with double drop, anyone who says double drop decreases accuracy is wrong) However, if you use a single-target lure on a group lure, the single-target lure's accuracy is given priority. A gag's accuracy increases with more XP in that given gag track, however since Big Jack is using an unmaxed $1 bill with only 4 points in the entire lure track, the accuracy is complete trash, as you'll know if you've trained level 1 lure before. As such, using an unmaxed $1 bill on big magnets/hypnos is a great way to greatly increase the chances of group lure missing.
