It exists in the campaign. We don't see how it's better in multiplayer so we're not making it.

War legends! Im actually getting mad about your game because i always ran out of scrolls and i want to level up my buildings but My scrolls are running out like were do i focus more leveling up your buildings and units or get more scrolls give me some advice to win

Play Arena to get scrolls. And leveling up, well it's not supposed to be quick. Full progress must take years to make the game sustainable on a distance. So just take it easy and play, don't focus too much on leveling. Core part is RTS, not pressing an upgrade button.
