I think Frollo should have been number one. The first thing we see him do is mercilessly kill a woman and attempt to drown a baby. He is a religious figure who thinks that he is always righteous no matter what and genuinely thinks that whatever he does is the right thing in the eyes of God. He practically burned Paris to the ground in search of a woman who he had lust for. He thought that meant they were went to be together, or she is a devil incarnate and must be burned. He is the most vile and evil villain portrayed in a Disney film, and the worst part is, he's not a monster ( not physically a monster, he's a monster on the inside), not an animal, not a deity, nor does he have any unnatural powers or abilities, he is just a man, and that's the scariest thing about him.

Petrifyer Hades is really funny and I didn't see him as all that evil. I always sort of saw him as a cool guy just doing his job. Frollo goes out of his way to be completely evil and worse yet, he hides behind the title of a Holy Man and uses it to do whatever horrible things he wants. He believes he is completely righteous over everyone and punishes people if they don't do what he wants. like Esmeralda.. There's nothing funny about Frollo at all. That's why I think he is the most evil.

My, personal, number one spot has to be Judge Frollo. Not only is he a 'holy' man, according to himself, he had one hell of a theme song. It showed his inner desires and sins. He lusted over a younger woman (by a lot), killed a woman, nearly damn killed a baby, murdered innocents, ordered the burning of a farmhouse where the family was INNOCENT pretty much, killed and torture many gypsies, and also, near in the end of the movie, tried to kill Esmeralda and Quasimodo! Also, he was already in a position of power to get what he wanted. He knows how to wield that power and use it to his advantage. He gets guards to believe in him, get a group of people to watch Esmeralda burning and forces the other gypsies to watch the burning, and he causes violence in a church! Then their is Scar. Yes, he killed his brother, nearly killed his nephew, but the thing is after he went into power...he was kinda of a wuss. He was more of a fighter than a ruler, and it showed in the film. He was manipulative, cunning, and also great at planning others deaths. He wasn't, though, knowledgeable enough to rule the kingdom. Due to the fact of over-hunting and everyone nearly starving (exept for the Hyenas and Scar.) It's safe to say that both deserve there death in different ways. Scars was out of revenge by being eaten by ravenous Hyenas and Frollo was burning in a one-way ticket into metaphorical and real hell.

Frollo is the ultimate villain, he shows many of the seven sins of man, like lust for the gypsy, envy because she did not love him, he showed a lot of pride in himself thinking he was just doing God's bidding, he showed wrath when he angrily attacked many people. chit tha Mee I see you point, yes he did kill his brother, tried to kill Simba (more than once) and try to have his way with Nala. My argument is that Scar isn't the evilest. May I point out some things about Frollo? He's killed more people than we know (ex: the dungeon where the ex head of the guard was, the farm village, and all the innocent villagers to name a few.) He's tried to have his way with Esmeralda and kill her. He's commanded many people to death and only used people that he could use to further his own power. . . I'm also going to point out that Scar only motive was to become King. We don't learn any true backstory on him through the movies. We just know that he is brother of Mufasa and he's jealous. He wanted what his brother had, but that's really all we know. What would drive him to kill his own family, what would drive him to become king. Once he does get his power, he, for a lack of better terms, is a whinny brat. He doesn't know what to do with his power and that's what pretty much destroys him. . . With Frollo, we learn a little bit more. We already established that he's in a great deal of power. So he's already gotten what he wanted; however, not fully. His goal is to make this world 'pure' by any means necessary. He's gotten his power and he KNOWS how to use that power. It's not a secret. Once he learns of his own lust for Esmeralda, he grows fearful of himself and her. He didn't calculated -Human Emotions- into his plan. Which, turned out to be his downfall. Either he takes the obsession all for himself or destroys it. He knows how to do either or, but in the end of the day, he fails to control his normally stoic emotions. We see his decline in sanity as he's willing to even destroy those who he use to respect greatly (ex: the priest at the beginning of the movie) . . Again, I see your point, but he's not just the only one who's tried to rape, kill, and get what they want. As I just showed, they have uncanny parallels. It's just one ended not knowing how to use his power and the other just doesn't calculate human emotions. You decided which is more scary.

Shan Yu is my favorite for a number of reasons. 1. He's confidant. In fact, that's the reason why he invaded China, in the first place: to prove the superiority of the Huns to the alleged forces of China. He's so confident he doesn't even try to be manipulative or treacherous, like most villains. He's also intimidatingly charismatic. "By building his wall he challenged my strength. Well, I'm here to play his game." he says with a smile on his face as he unsheathes his sword. 2. Most villains employ few or work on their own. And they are so physically weak. But he is strong and skilled in combat. And he leads an entire army, capable of living off the land as they roam and successfully overcoming any settlement they invade. 3. He has megalomania, a violent nature and a thirst for blood, which are what I look for in a villain.

Messing with family? Yes, scar is bad. But Frollo messed with his family too. Quasi was his toy which he manipulated and lied to throughout his entire life. He then tried to let him potentially get killed by mob justice, and at the very least, badly assaulted, even though Quasi was under his care and helpless without him. He also mislead Quasi into hating his own ancestry. Scar may have caused huge death and destruction by feeding his army of helpers at the expense of his own people, but Frollo sought to commit widespread genocide and enlisted an army of people who were bound to serve him as the King's delegate, or delist (as Phoebus did). Scar was not driven by lust, and did not seek to murder innocent people to satisfy his sexual desires. Frollo could have caused the deaths of thousands if he'd been allowed to run amuck and fully intended to do so. Nor did scar try to legitimise his hatred by veiling it in something it wasn't - religion. He was at least bare-faced in his quest for power. Frollo is therefore more cunning than Scar. What Scar has over Frollo is social ability - Frollo is limited in this regard and while highly intelligent and manipulative, underestimated Quasi, does not understand women, nor devises a sufficient plan to get what he wants with Esmeralda. Scar successfully socially engineered those around him; if Frollo was to get what he wanted (given he had Esmeralda as a captive, it wasn't impossible) it would have taken far more finesse than a bare-faced threat. Scar at least achieved what he wanted and lost it, which is more than Frollo can claim. Still, weighing the characters, Frollo is a worse villain give his sheer brutality.

Frollo definitely should have been number one. He was responsible for the imprisonment and death of countless gypsies, he killed a young mother and tried to drown her baby, but when stopped, he locked him away in a tower and mentally (and probably physically at times) abused him all his life. Seriously, the poor hunchback's ONLY friends were (probably imaginary and definitely annoying) gargoyles! Then, he gets the hots for a gypsy, tried to have her killed, then goes completely off the deep end in a lust driven assault on all of Paris. The guy tried to burn a family (with young children) alive, and even attacked Notre Dame, for goodness sake! Then he tried to kill both the hunchback and the gypsy, then fall to his death into symbolic hellfire. Btw, for those who haven't seen the movie, just look the villain song "Hellfire."

My only complaint about Judge Frollo is that he does so many evil things that are rather extreme for Disney, I think he should have been given a much more brutal death as opposed to the 'falling to their death' cliche. Then again, the symbolism of that he is going Hell was very clever.

Okay, for people saying that Frozen should be up there, 1. Frozen was released November 19th 2013, this video was posted Sept 8 2013, so there's no way they'd even know about Frozen since it wasn't created. 2. Hans is overrated. Anna was a dumbass and kinda deserved what she almost got. Naive enough to want to marry a guy after spending only a couple hours with the dude and being a bitch to her sister(but that was warranted cause Elsa was being a bitch too.) Hans was only a bad guy cause the story made him one only for the sake of a "twist" ending that you could see a mile away cause from the get go you could tell they were going against the normal conventions and troupes just for shock value and make things "different". What came of it was a weak story cause it had really no threat or conflict or tension, at least any that were good was not seen. Yes mixing things up and changing the same old formula is good but not to the degree of changing things for its own sake. It's was a good thing making sure that girls learn there is no such thing as a Prince Charming. As Men go most either just want to get in your pants or use you in some other fashion. There are few good hearted guys out there that actually care for women and their needs but even they have flaws like any mortal. Growing up with the Prince Charming Complex stunts girls and women when going out into a world full of users and scum-bags expecting all men who are nice to them to be trusting and kind. I am sorry ladies on the behalf of my gender for all the ass holes you've had to deal with. That why I completely understand women that go lesbian.

That's how the movie should have been! Elsa didn't make wrong choices she just ran away from her problems and had shitty parents who shamed her into loathing and mistrusting a natural part of herself. Elsa should have been the real villain but all she did was push people away for no good reason. If the characters acted and talked like real human beings all the movies problems would have been solved. The Character of Elsa is all wrong and I know exactly how they could have fixed it to make it great!! Btw Elsa walling herself up in her room and walling herself up in a ice castle on a moutain don't seem very different to me other than the location. What Elsa is "running" from and "letting go" of are not very clear other than breaking free of the mental chains her crap parents put on her. Elsa is not the villain sadly, wish it was tho.

Alexander Stefánsson He also has the motivation in his belief that he is above the morals of the rest of the world around him - especially Quasimodo and the Gypsies. The movie said itself "he saw corruption everywhere expect within". He also has the evil characteristics. The latter half of the movie he goes around killing many people, entire families, just because they were Gypsies or possible Gypsy sympathizers. He did this to find a woman in order to either 1) force her into a loveless relationship in order to satisfy his lust for her or 2) kill her if she refuses. You already mentioned how he killed people on screen. He has the charisma. Scar had enough charisma to manipulate his brother and nephew, Frollo had enough charisma to manipulate Quasimodo, Phoebus, an entire army of people. While he was not king, he started off the movie haven already been on top in that town by his manipulation of the general people, making them believe that he was the paragon of moral standards that he himself believed he was.

Scar isn't... Okay, here's my two cents over Scar. What does he do? He kills Mufasa, banishes Simba and becomes the King. Ta da! Brilliant villain development here. He wants to be the king because he's jealous of his brother. That's all I can really write about his character, goals and motivations. For comparison here's my personal favourite villain Claude Frollo. Claude Frollo wishes to purge the world of all he believes is unworthy, the gypsies and many other minorities are probably included. He does this because he believes it's right, his staunch belief in his own power and opinion out rules all others word in his mind. "He saw corruption everywhere but within", he's a critically flawed character, his own hunger for power and lust for Esmeralda drive him mad! His own belief not only empowers him but destroys him as well. Tell me again why people think Scar is the best Disney villain.

Katie Herzig That's true! everyone has their opinions, and here's why I think Frollo should've been number 1; Frollo sexually harassed Esmeralda and attempted to burn her at stake, killed a woman in the first 4 minutes, tried to drown a baby, and burnt down half of Paris, which most likely killed many people in the process. And you know what's scary about him? He thinks what hes doing is RIGHT, which really makes this villain scary. Like, really really fuckin scary. I am in complete agreement about Frollo. He is terrifying. And I also believe that what makes a villain truly scary is if they believe what they are doing is right. I also believe though, that it is equally scary when someone can just kill someone simply because. That's what makes the Joker so terrifying. The complete lack of emotion just for the sake of one's own purpose. I just get a little defensive because I love the character, you know? (Does that make me crazy?! When I butchered the role in Freshmen year Drama class, we went to my local elementary school, and what I remembered caused kids in the front row to shrivel backwards on the mats they laid on the floor. I believe Frollo should have been number one... he is deceptive, lustful, sadistic, manipulative, hateful, hypocrital and arrogant bastard and has no magical powers. What powers up his despicableness is his sick, twisted, self-righteousness which in turn fuels his false altruism and disregard for consequences of his acts. In my opinion, he is the most morbid of all Disney Villains. His villain song is also the darkest of all, yet one of the coolest ever as well. Honorable mentions should have included Dr. Facilier (due to his charisma) and also Lyle Tiberius Rourke, who attempted to wipe out the all of the Atlanteans just to get the Heart of Atlantis and sell it for lots of cash.

Yes, he is not a "ha ha I 'm so delightfully evil" kinda villain, which serves as the purpose for the public to take him seriously. He's a REAL villain, and the funniest thing is....he isn't even aware of it.

Frozen is a great movie, easily one of Disney's strongest films to date. But for me, I'd agree that while Prince Hans was a very smart and credible villain (and there are people like him in real life), he is not anywhere near as memorable or compelling as the ones on this list.

Avwab Uddin actually, I perfer Frollo. I think The evil Queen, Disney's first perfect villain, should be number 1, but Frollo fooled Paris for years, before nearly killing a baby, and eventually attacking Notre Dame, arguably the most famous church of all. The man is evil, and still shouldn't be number 1, just higher than Jafar and scar. Maleficent should be #2, for some odd reason, that is right.
