Brother we created this list according to capacities. Last stadium has lowest capacity and first stadium has the largest capacity. Other than that there is no other criteria on selecting top stadiums. Yes brother you are correct, any stadium can be the best stadium in the country. In here we considered capacity to create the list. That is why there is a list here.
