Only because it didn't require a lot of special effects, CGI, or historical locations and costumes. 3 millions per episode for Breaking Bad is still a lot, considering it's a crime drama set in present day. Look at the quality of acting, writing, music, editing etc... that's movie quality.

Considering the ad revenue, DVD sales, and syndication rights, that was a bargain. A better bargain that every other show on that list. They made money for NBC. GoT would be a close second, but the best investment on that list was Friends (and I never watched the show).
