It’s not just a Gohan thing, Toriyama has talked about this. Also Gohan should be at the top of this list with his new “Beast” form, Toriyama also mentioned that with this new form he actually surpassed Goku and Vegeta. He also said that Cell Max and Broly are almost equal in power with Broly having a slight edge. That being said, Gohan Beast easily demolished Cell Max, meaning Broly is nowhere near as strong as Gohan Beast either.

That's true. Vegeta pretty much won their fight back in the Saiyan Saga (he literally crushed all of Goku"s bones Goku couldn't even move on his own anymore) but had to be defeated by Gohan who went Great Ape. Their next fight doesn't happen all the way till the Majin Buu arc where, techically, Vegeta got one over Goku again (it could be summed up as a no contest since Vegeta went off to fight Buu instead but Vegeta still knocked out Goku for a good while). And then of course, Vegeta FINALLY got his legit win over Goku at the end of Super Hero. If anything, Vegeta has more wins over Goku even though Goku is stronger in the long run lol
