The main reason Karla Homolka didn't get a harsher sentence was because she misled the investigators by claiming she was an unwilling, abused participant and agreeing to testify against her 'beloved' husband plus plead guilty to manslaughter. As stated by the wiki: "During the 1993 investigation, Homolka stated to investigators that Bernardo had abused her and that she had been an unwilling accomplice to the murders. As a result, she struck a deal with prosecutors for a reduced prison sentence of 12 years in exchange for a guilty plea to the charge of manslaughter. Homolka scored 5/40 on the Psychopathy Checklist, in contrast to Bernardo's 35/40. However, videotapes of the crimes surfaced after the plea bargain and demonstrated that she was a more active participant than she had claimed. As a result, the deal that she had struck with prosecutors was dubbed in the Canadian press the "Deal with the Devil". Public outrage about Homolka's plea deal continued until her high-profile release from prison in 2005." While I'm tempted to believe tendency to see women as victims caused investigators to buy her side of the story while they hadn't found and watched the tapes, there's also the fact the attempt to keep Bernardo behind bars was very rushed due to how heinous the crimes had been. Sadly by the time they realised she was as much of a monster as he (the existence of those tapes hadn't been known to investigators until after the deal had been struck after all), they couldn't take back their plea bargain due to laws against doing such thing. Basically it was a rushed move to offer her a deal in exchange for convicting Bernardo without having every detail on the story available, and her low score on the Psychopathy Checklist served to further paint her as a victim of circumstance.

I gotta be honest, the guys from #9 had it coming. Yes, the owner should not have killed them. But, if you play with fire, you're bound to get burned. As for the Karla girl, she was given a lighter sentence due to telling the investigators "everything". What's also extremely messed was that one of the victims was her little sister.

So she got a reduced sentence on that basis as well as taking a plea deal to testify against her husband. The videos of what the couple did to their victims didn't appear until after her plea deal.

Watch the movie Carla and you’ll understand why she only got 12 years. She was too scared to stand up to Paul because he also abused her. He would constantly hit her and throw her down the stairs, so she went with everything he said.

If no one has mentioned it, the reason she got 12 years is bc she did a plea agreement claiming she was an unwilling participant and would testify against her husband... the tapes were found LATER which showed she WAS a willing participant but they couldn’t take the plea deal back. So she got off on a technicality.
