Some judges will rule it that way, especially in the US, but I checked with the judges before I submitted the list, and again before the tournament started, and it was confirmed again during a judge call against one of my opponents

In the TCG you cannot, because it has the line of text "after this card's activation." If you use Transaction Rollback in the grave, you did not activate the card, you only activated the effect in grave. The OCG does not have this issue, strictly due to the phrasing of the card. ​@Riruka_Dokugamine
